They believe numerous keyword rich anchor texts in your links are better suited to get you to the top half of the SE ratings.
It is quite clear that if you follow either of the two methods you are going to benefit. But common sense would urge us to use both the techniques. I see no harm in putting many links with rich anchor keywords as well as putting few links, but highly relevant ones. It will surely only improve your websites SE rankings further.
